Yes, contact cement needs to be 100% dry on both the cork wall or flooring tiles and the surface the tiles will be applied to. It is recommended to apply a uniform, generous coat of adhesive to both surfaces using a nylon brush, a roller (texturing type), or a spray.
One coat is typically enough for most surfaces. Dull spots when dry indicate insufficient adhesive, and very porous material may require more than one coat. A uniform, glossy film indicates that there is sufficient adhesive.
